Please help, Loose dogs I am going crazy!?

I have posted this question before about my neighbors dogs running freely and barking at all hours, using the bathroom wherever they want. This has been gong on for about 3 months, I live in an apartment, and the neighbor with the dogs lives in the same building but owns his apartment so its Hoa?? I have called Animal Regulations numerous times, I have called the Sheriffs Department, the Police Department, my Landlord and everyone says they cannot do anything, because it is private property.I have tried to file a formal complaint with the sheriffs department like someone else suggested and they wont do it? What choices do I have now? Do I take this guy to court or what can I do? Please someone help!!
