If Ouija boards work, why is it not doented?

It's not doented because they don't have hard facts. It may have happened at one point or another but the government wouldn't just take someones word for it(nor would the media). And there are all those explanations like your fingers twitching and moving it or your subconscious. So even if it did move you could just use one of those explanations. Even if you got it on film. And even if it does actually work it won't just work when you want it to. It's not a machine. And how would the spirits know about lottery numbers or the stock market? So no, I don't agree.
