Can DHR garnish jointly filed taxes?

I know that DHR can garnish income tax refund but my wife only worked a little this year and she is the one being garnished. I make most of the income and the majority of the refund is from my paid taxes. So can or will DHR take all of the refund or just the part from her income tax refund. Also if DHR can take all of the refund should we file separately.
