Do it! I actually love it when someone asks me a question. You're right - it does break the ice and is a great way to start talking with someone. The harder part is keeping the conversation going, if that's what you want to do. That's always been hard for me. But don't worry about offending people by asking them a question. Most people wouldn't mind at all. And IF they do, then that's just b/c they're stuck up, full of themselves, and you don't want to talk to them anyway. But everyone I know would be happy to answer your question and talk with a stranger who approached them this way.
